Job Description
OUTCOME MEASUREMENTS
Projects implemented within approved budgets, cost plans, and contractual frameworks
Timely and accurate implementation-stage cost reporting and financial tracking
Clear, structured, and professional project reports and approval submissions prepared in support of the Project Director
Effective management of variations, procurement outcomes, and contractual risks during construction
High stakeholder confidence arising from preparedness, clarity, and quality of information
Compliance with internal governance, audit, and statutory requirements
KEY RESULT AREAS / RESPONSIBILITIES
1. Project Implementation & Cost Control
Support the Project Director in managing projects from design development through construction and close-out
Assist in the preparation, review, and maintenance of implementation-stage cost plans, cashflow forecasts, and cost reports
Monitor project financial performance against approved budgets and highlight potential cost risks or variances
Support value engineering, cost optimisation, and change management initiatives during delivery
2. Contract Administration & Commercial Support
Assist the Project Director in the administration of consultant, contractor, and vendor contracts
Support evaluation of variations, claims, extensions of time, and commercial submissions
Maintain clear commercial records to support contractual compliance and dispute avoidance
3. Procurement & Vendor Coordination
Support the Group Central Purchasing Department (CPD) sourcing, tendering, evaluation, and recommendation of consultants, contractors, and specialist vendors
Assist in the preparation of tender documentation, tender analyses, and commercial comparison reports
Ensure procurement processes align with approved budgets, scopes, and internal governance requirements
4. Reporting, Approvals & Executive Support
Assist the Project Director in the preparation of:
Project reports and dashboards
Approval papers and management submissions
Cost summaries, trackers, and implementation updates
Develop high-quality PowerPoint presentations and dynamic Excel-based analyses to support senior management decision-making
Ensure reports and submissions are clear, accurate, well-structured, and aligned with institutional expectations
5. Scheduling & Programme Monitoring
Support the development and maintenance of project timelines and milestone trackers
Monitor progress against programme and flag potential delays or sequencing risks
Assist in the preparation of recovery plans and mitigation measures where required
6. Stakeholder & Consultant Coordination
Coordinate with internal stakeholders, consultants, contractors, and vendors during project implementation
Support the Project Director in managing expectations within a fast-changing environment and lean team structure
Ensure alignment between approved scope, cost, programme, and quality requirements
7. Governance, Compliance & Records
Ensure adherence to internal policies, procedures, and approval frameworks during implementation
Work with Project Administration to ensure documentation, registers, and project records are properly maintained
Support audit, governance reviews, and statutory compliance requirements

MINIMUM QUALIFICATION
Bachelor’s or Master’s degree in Quantity Surveying, Real Estate, Civil Engineering, or a relevant qualification.
A professional qualification (MRICS, RISM, or equivalent) is an advantage
Project Management certification is beneficial but not mandatory
RELATED EXPERIENCE
Minimum 8 years of relevant experience with a strong cost and commercial focus, and direct involvement in project delivery within property development, property investment, asset management or project consultancy environments.
Strong experience in implementation-stage cost control, contract administration, and procurement
Experience working within institutional, regulated, or governance-driven environments preferred
Demonstrated ability to prepare high-quality reports, approval papers, and financial analyses
Experience working closely with project stakeholders and cross-functional teams within matrix organisational environments.
