Job Description
Role Summary
The Manager, Contract Administration is responsible for managing end-to-end contract administration and cost management across the full project lifecycle—from initial budgeting and cost planning through feasibility study, procurement, construction, and final account settlement. This role oversees day-to-day contract administration activities, including tender preparation and evaluation, progress claim verification, variation and claims management, and ensuring full compliance with regulatory and corporate policies.
Working closely with multiple departments, projects, and business units, the Manager drives effective coordination and collaboration to ensure cost control measures are implemented within established timelines. The role supports senior leadership by delivering accurate cost insights, maintaining commercial governance, and ensuring contractors and consultants perform in accordance with agreed contractual terms and project objectives.
Key Outcomes
Ensures effective execution of pre- and post-contract administration tasks.
Prepares, reviews, and evaluates tenders in accordance with project requirements.
Verifies progress claims, variation orders, and ensures proper documentation.
Supports project teams with accurate cost analysis and contractual advice.
Manages contract compliance with statutory and internal policies.
Coordinates closely with internal departments and external consultants.
Key Responsibilities
Tender & Contract Administration
Source and evaluate new materials and finishes in market, ensuring alignment with cost targets, design intent, and sustainability goals.
Prepare/review tender documents including scope of work, cost estimates, and BOQs.
Participate in tender evaluations and tender interview.
Assist in contract negotiations and review the issuance of Letter of Award (LOA) and Contract Documents.
Pre-Contract Management
Conduct feasibility studies in collaboration with the Project Planning, Sales & Marketing to support early-stage project planning and investment decisions.
Support strategic planning and continuous improvement initiatives including digitalization enhancement of technical team capabilities.
Post-Contract Management
Verify interim payment claims, variation orders, and final accounts.
Monitor contract deliverables to ensure alignment with project timelines and budgets.
Evaluate and support the resolution of contractual issues and claims.
Compliance & Documentation
Ensure contract documentation adheres to CIDB, IEM, PAM, and relevant statutory requirements.
Maintain accurate records of correspondence, approvals, and project milestones.
Collaboration & Reporting
Coordinate with project managers, consultants, and procurement teams to ensure contract clarity, alignment and cost efficiency.
Prepare reports on contract progress, risks, and cost variances against approved budgets for management review.
Support value engineering and cost control initiatives during the project lifecycle.

4. Tools & Methodologies (Proficiency on the below is an added advantage)
Software: Working knowledge of Cubicost, CADreader, Microsoft Project (CPM), AutoCAD, and other relevant contract & measurement tools.
Standards: Familiarity with QLASSIC, OSHA, and CIDB frameworks.
Digital Proficiency: Competent in digital tendering platforms and contract management systems.
Qualifications & Experience
Educational Background
Bachelor's degree in quantity surveying, Construction Management, or equivalent.
Additional certifications in contract law or construction project management are advantageous.
Experience Requirements
Minimum 6–8 years of experience in contract administration, with at least 2–3 years in a supervisory role.
Solid exposure to property development or construction industries. Experience in retail mall, mixed developments or large-scale projects is an added advantage.
Experience in managing medium- to large-scale contracts and vendor relationships.
Strong Excel and report-writing skills.
