Job Description
Job Responsibilities
-Prepare and manage payroll activities for unionised employees so that salaries and other allowances are paid properly and timely, and payroll accounting records are accurately maintained.
-Oversee and manage industrial relations within the plant to maintain a harmonious work environment, including establishing and maintaining effective relationships with the union
-Report functionally to headquarters on matters relating to union issues, employee disciplinary action, training, officers’ promotion and recruitment.
-Plan and manage employee welfare and community relations with the purpose of enhancing the company’s corporate image.
-Ensure proper medical care is available to employees and control all medical expenses to meet the allocated medical budget and adhere to company policies and guidelines.
-Coordinate and provide timely administrative services to the Plant which includes general office services, supplies and maintenance support such as provision of communication facilities and office equipment, renewal of land leases, assessments and manufacturing licenses to ensure the smooth running of day-to-day office activities.
-Oversee the security aspects of the Plant to ensure that the movement of people and vehicles going in and out adheres to safety and security regulations and to prevent theft.
-Liaise with other departments in administration of all contract workers at the plant to ensure that all terms and conditions of the contract have been executed accordingly.
-Manage the department in an effective and efficient manner to meet budgets, optimise resources and support the plants’ overall objectives and goals.
-Meet the plant’s needs for skilled resources through hiring and skill development plans.
-Provide methods, tools and advice to the plant and line managers to help them optimise HR Management and organisation.
-Implement and adhere to all Internal Control Rules and the Code of Business Conduct in their area of responsibilities.
Job Requirements
-Candidate must possess at least a Degree in Human Resource Management or a related discipline.
-Minimum 5 to 7 years of working experience in the Human Resources field, preferably with exposure as Human Resource Business Partner.
-Strong knowledge of Industrial Relations (IR) and Employee Relations (ER), including experience in union engagement, negotiations, and management of Collective Agreements (CA).
-Excellent communication, stakeholder management, decision making and problem-solving skills.
-Ability to work closely with business leaders and provide HR advisory support to influence decision-making.
-Proficient in HR systems and PC applications, particularly HRIS, performance management, and payroll systems.
-Good knowledge of HR policies, procedures, and HR information systems.
-Strong interpersonal and communication skills with the ability to build effective working relationships across all levels of the organisation.
-Good counselling skills with the ability to support and guide employees on workplace matters.
-Good cost control awareness and budget management capabilities.
-Strong negotiation skills with the ability to manage discussions with internal and external stakeholders, including unions.
