Malaysia’s Construction Sector Faces Cost Pressures: JOBPD Helps Employers Improve Blue-Collar Hiring Efficiency

Businesses involved in Malaysia’s construction sector are facing cost pressures on several fronts, making workforce planning an important part of project preparation.
According to a Bernama report published on 23 September, a survey by the Real Estate and Housing Developers’ Association (REHDA) Malaysia found that 81% of respondents reported higher business costs in the first half of 2026, compared with 74% in the second half of 2025. The survey involved 181 respondents. On labour, high wages, a shortage of labour supply and a lack of skilled workers were identified as the three main challenges.
These findings describe the business conditions faced by the developers surveyed. They do not mean that 81% of businesses are experiencing labour shortages. They do, however, raise a practical question for construction employers: when several expenses are rising at once, how can each hiring decision better support project needs?
For construction, renovation and engineering services businesses, hiring decisions need to account for budgets, project timelines and site requirements.
A vacancy that remains unfilled may affect the scheduling of subsequent work. Hiring someone whose abilities do not match the trade required can also mean more time spent on screening, communication and adjustment. Wages are only one part of workforce costs; vacancies and mismatches also need to be managed.
Improving recruitment efficiency therefore starts with three clear questions: who is needed, when are they needed, and where will they work?
Even when hiring for similar technical roles, requirements can differ substantially between projects. Experience with equipment, the working environment, practical capabilities and a candidate’s ability to accommodate the project location and work arrangements all affect suitability.
If a vacancy states only “experienced”, “hard-working” and “salary negotiable”, candidates may struggle to judge whether the job is right for them, while employers have to explain the basic conditions repeatedly.
A clear listing should specify the trade, main responsibilities, project location, salary range and how pay is calculated, working hours, expected start date, and relevant skills or certification requirements. Accommodation and transport arrangements, where applicable, should also be described accurately.
Specific information helps both parties develop more consistent expectations before the interview.
Workforce requirements change as a construction project progresses. Using the agreed construction schedule, employers can distinguish between vacancies that need immediate attention, staff required for the next phase, and skilled candidates worth keeping in view.
Early conversations with candidates can focus on practical questions: what relevant work have they done? Are they familiar with the equipment or processes involved? Can they work at the project location? When can they start?
These questions help employers assess suitability for the current role. Positions requiring specialist skills should still involve appropriate interviews, credential checks or practical assessments to confirm capability.
JOBPD focuses on blue-collar and frontline recruitment in Malaysia. Employers can actively search for candidates using criteria such as location and skills, then communicate directly through the platform to understand their relevant experience, job preferences and availability.
For employers with a defined project location and specific trade requirements, this approach helps focus screening on more relevant candidates and keeps early conversations centred on actual workforce needs.
When publishing a vacancy, employers can turn project requirements into clear job information, then combine proactive search with timely communication to reduce repeated clarification caused by unclear conditions.
Under cost pressure, recruitment management requires attention to each practical step: are job requirements accurate, is the candidate pool relevant, and have start-date arrangements been discussed in advance?
Publish clear job information on JOBPD and actively search for candidates who match your location and skill requirements, so you can prepare for the next phase of work.
