Job Description
A. Strategic Leadership & Business Growth
· Develop & execute commercial and business development strategies aligned with corporate objectives.
· Identify, evaluate, and secure new business opportunities, partnerships, and revenue streams.
· Lead market analysis, feasibility studies, and investment proposals for management approval.
· Build and maintain a sustainable pipeline of commercial projects and opportunities.
B. Government Liaison & Tender Management
· Lead all engagements with government authorities, regulators, and relevant agencies.
· Oversee preparation, submission, and follow-up of tenders, RFPs, concessions, and proposals.
· Ensure compliance with regulatory requirements and tender conditions.
· Maintain strong working relationships with government bodies and key stakeholders.
C. Revenue, Performance & Commercial Management
· Fully accountable for departmental revenue targets, profitability, and commercial performance.
· Drive improvement of existing revenue streams and optimize asset utilization.
· Optimize resource allocation to maximize profitability and cost efficiency.
· Monitor and report performance against financial and commercial KPIs.
D. Project & Program Leadership
· Oversee end-to-end project lifecycle from planning to execution and closure.
· Ensure timely delivery, cost control, and achievement of commercial objectives.
· Coordinate internal teams and external stakeholders for effective project execution.
· Resolve escalated project risks, delays, and operational issues.
E. Governance, Compliance & Risk Management
· Ensure full compliance with company policies, SOPs, and regulatory requirements.
· Oversee licensing, permits, and statutory approvals (including renewals where applicable).
· Identify, assess, and mitigate operational and commercial risks.
· Ensure audit readiness and compliance reporting accuracy.
F. Contract, Negotiation & Stakeholder Management
· Lead negotiations with clients, partners, and stakeholders to secure favorable commercial terms.
· Review and oversee all commercial contracts, agreements, and Memorandums of Understanding (MOUs) prior to execution.
· Ensure contractual terms are financially viable and aligned with company risk appetite.
G. Procurement & Commercial Approvals
· Oversee departmental procurement activities including RFP, RFQ, tender evaluation, vendor selection and contract recommendations
· Ensure procurement processes align with governance policies and value-for-money principles.
· Review and recommend Letters of Award (LOA) for management approval.
H. Reporting & Performance Management
· Review and approve all departmental reports prior to submission to senior management.
· Ensure timely submission of:
o Monthly Management Reports
o Financial performance reports (sales, margin, expenditure)
o Compliance and operational reports
· Establish data-driven performance monitoring systems (KPIs dashboard).
I. Leadership & Team Development
· Lead, mentor, and develop departmental workforce capability.
· Define clear roles, responsibilities, and performance expectations for team members.
· Conduct performance evaluation, drive talent development initiatives and succession planning.
· Promote a high-performance, accountable, and results-driven work culture.
