Job Description

MAIN DUTIES AND RESPONSIBILITIES:
1. Recruitment & Onboarding
-Assist in executing the company’s manpower plan and coordinate recruitment activities across all departments.
-Prepare and post job advertisements on various platforms (JobStreet, LinkedIn, university portals).
-Screen resumes, shortlist candidates, and coordinate interviews with hiring managers.
-Prepare employment offer letters, contracts, and onboarding documentation.
-Conduct new employee orientation and ensure smooth integration of staff into the company.
-Maintain and update the company’s manpower database and organization chart.

2. Employee Records & HR Administration
-Maintain accurate and up-to-date employee personal files, contracts, and HR records (digital and hardcopy).
-Prepare and issue HR-related letters (confirmation, transfer, promotion, warning, termination, etc.).
-Update and manage HRIS / Attendance systems and ensure accuracy of staff movement records.
-Handle staff medical, insurance, leave applications, and other welfare-related matters.

3. Payroll & Statutory Compliance
-Coordinate with Finance to ensure accurate and timely submission of payroll data, including attendance, overtime, allowances, and deductions.
-Verify site allowance, mileage claims, and project-based payments before submission.
-Ensure full statutory compliance with EPF, SOCSO, EIS, PCB, and other government contributions.
-Handle employee queries related to payroll, leave balance, and benefits promptly and accurately.
-Assist in audits and maintain proper payroll documentation for compliance.

4. Employee Relations & Discipline
-Support HR Manager in handling employee grievances, counseling, and disciplinary matters.
-Ensure all disciplinary actions follow due process in line with the Employment Act 1955.
-Monitor employee attendance, punctuality, and overall workplace conduct.
-Assist in organizing employee engagement programs, welfare events, and company functions.
-Maintain positive communication and morale among employees across HQ and project sites.

5. Training & Development
-Conduct Training Needs Analysis (TNA) with Department Heads and compile annual training plans.
-Liaise with training providers and manage HRD Corp (HRDF) claim submissions.
-Maintain training records, attendance lists, and post-training evaluation summaries.
-Track training completion rates and prepare monthly training reports for management review. Promote a safe, respectful, and inclusive work environment in both HQ and site offices.

EDUCATION:
· Bachelor’s degree in Human Resources.

QUALITIES:
· Deep expertise in Malaysian HR policies, employment law, Industrial Relations Act 1967, operational HR practices and statutory compliances (EPF, SOCSO, EIS, PCB, PDPA).
· Hands-on experience with HRIS, HR reporting, and workforce analytics.
· Exceptional communication and stakeholder management. Able to manage wide range of situations and personalities, good interpersonal skills.
· Uncompromising integrity, emotional intelligence and discretion with sensitive payroll, disciplinary, and whistle-blower data.

EXPERIENCE:
· Minimum 2 years of relevant HR experience.

CORE COMPUTER COMPETENCIES:
· Proficient in HR2000 (or equivalent ERP HR module);
