Job SummaryThe Purchasing Executive (Waste Paper) is responsible for sourcing, evaluating, and purchasing domestic and international Old Corrugated Containers (OCC), mixed paper, and other recovered paper materials. The primary objective is to secure a stable, high-quality, and cost-effective supply of raw materials to meet continuous factory production demands while adhering to strict environmental and regulatory standards.
Key Responsibilities
1. Sourcing & Vendor ManagementIdentify Suppliers: Source and onboard local waste paper dealers, recycling centers, corporate suppliers, and international scrap exporters.
Relationship Management: Maintain strong relationships with existing suppliers to ensure priority allocation and reliable supply during market shortages.
Supplier Audits: Visit supplier yards and recycling sites to audit their financial health, collection capacity, and reliability.
2. Quality Control & Inspection
Enforce Standards: Ensure all incoming waste paper meets moisture levels, outthrow percentages, and prohibitive material limits (e.g., European/US/Local scrap paper standards).
Manage Disputes: Handle claims, rejections, and price downgrades for loads that fail quality inspections upon arrival at the mill.
3. Procurement Execution & LogisticsNegotiate Contracts: Negotiate pricing, payment terms, and delivery schedules based on market indexes (e.g., RISI, local scrap market trends).
Coordinate Logistics: Work closely with the logistics team to coordinate prompt collection, trucking, and container shipping lines for international supply.
Process Documentation: Issue Purchase Orders (POs), verify weight bridge tickets, and process supplier invoices for timely payment.
4. Market Intelligence & AnalysisTrack Prices: Monitor daily and weekly price fluctuations of waste paper both locally and globally.
Inventory Control: Collaborate with the warehouse team to balance raw material inventory levels—avoiding shortages while preventing stock deterioration.
5. Compliance & ReportingRegulatory Compliance: Ensure all imported or locally sourced waste paper complies with national environmental regulations (e.g., Department of Environment/SIRIM guidelines in Malaysia).
Data Management: Prepare monthly procurement reports, cost saving analysis, and vendor performance evaluations for management review.
Job Requirements
Education: Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, Environmental Science, or a related field.
Experience: 2 to 5 years of procurement experience.
Direct experience in sourcing waste paper (OCC), scrap metal, plastics, or recycling industries is highly preferred.
Skills: Strong negotiation, pricing analysis, and contract management skills. Proficiency in ERP systems (such as SAP or Oracle) and Microsoft Excel.
Languages: Fluency in English and Bahasa Malaysia. Proficiency in Mandarin is often required or highly advantageous due to frequent communication with regional headquarters or international vendors.
Mobility: Willingness to travel frequently to supplier sites, recycling yards, and ports for quality inspection and relationship building.
