We are seeking a skilled and experienced Customs Affairs Officer to oversee import and export operations in a manufacturing environment. This role is responsible for managing end-to-end customs clearance activities, ensuring regulatory compliance with Malaysian customs laws and trade agreements, maintaining accurate HS code classification and duty management, and driving continuous improvement in customs processes and documentation. The position also serves as a key liaison with government authorities and internal stakeholders to ensure efficient and compliant logistics operations.
1. Compliance & Regulatory Affairs
Monitor Malaysia Customs Act 1967 (Act 235), related regulations, tariff updates, and Free Trade Agreements (e.g., ACFTA, RCEP)
Apply for and manage import/export licenses and certifications in compliance with local regulations
Identify compliance risks and implement corrective actions
Act as the main liaison with authorities such as JKDM, MITI, MIDA, and other regulatory bodies
Maintain import duty records and conduct regular internal compliance audits
Manage HS code classification for all import and export goods
Handle abnormal customs cases and prepare detailed reports
2. Customs Clearance Operations
Lead end-to-end customs clearance for raw materials, chemicals, machinery, and equipment.
Prepare and review customs declarations and supporting documents (e.g., COO, DG documents, packing certificates, inspection forms).
Coordinate with customs authorities, freight forwarders, and internal teams to ensure timely cargo release.
Handle duty and tax calculations, including payment arrangements.
Manage temporary import/export, extensions, inspections, and declaration processes.
3. Supplier Management
Source, evaluate, and manage third-party logistics service providers.
Monitor subcontractor performance and ensure service quality standards are met.
Prepare logistics performance reports, analyzing transit time, cost, and service efficiency.
Manage logistics cost settlement with vendors.
4. Internal Coordination
Collaborate closely with internal teams, including China headquarters and local operations.
Support urgent and time-sensitive customs clearance requirements.
5. Documentation & Process Improvement
Establish and maintain compliant customs documentation systems.
Continuously improve import/export SOPs and conduct internal training.
Drive logistics system enhancements to improve operational visibility.
